全乡所有的托幼机构和小学。
教育行政部门负责对2014年9月开展的学校免疫接种进行宣传发动和组织安排；负责组织对教育行政干部、小学及幼儿园教师等人员的培训
卫生行政部门负责协助对教育行政干部、小学及幼儿园教师进行培训，印制发放教材并派出师资负责培训工作；
培训内容包括：纳入国家免疫规划疫苗的种类及免疫程序、预防接种证查验、登记报表填写、查验结果报告(包括报告机构、时限、内容等)、漏种学生补种等具体内容和要求等。
   五、查验对象和实施时间
    ﹙一﹚、查验对象为全乡所有托幼机构新生〔含转学〕及小学入学新生〔含转学〕。﹙二﹚、每年新生或转学的学生在入园、入学时实施入学前接种证查验。
    六、查验疫苗种类
    包括卡介苗、脊髓灰质炎疫苗、百白破三联疫苗、麻风疫苗、麻腮风、乙肝疫苗、白破、甲肝、A群、A+C群流脑、乙脑疫苗共11种。
    七、工作流程
　　(一)托幼机构
　　在办理新生入托入园手续时，家长或监护人必须出示预防接种证。各托幼机构在办理儿童入托入园手续时，必须按规定严格查验预防接种证，根据《国家免疫程序》核对儿童预防接种完成情况，并由专人负责将接种信息记录在《入学、入托儿童免疫状况登记一览表》中。对没有预防接种证或未完成第一类疫苗接种的儿童，应催促其在入托入园前到居住地接种单位补证或补接种，儿童补证或补接种后凭预防接种证记录由
