of rural drinking water sources, protection of drinking water sources in rural areas by the end o做为一名土生土长的柑竹湾人，王天海深深地感到，自己富了不是最终目标，如能把柑竹湾带富，那不仅是全村村民几辈子的愿望，更是他最终的心愿。然而，要想带富一个村并不是一件容易的事情，必须找到一条全民共同参与、符合村情实际的致富之路。
正在王天海苦思冥想带富之策时，村支书袁光才找到他，向他宣传柑竹湾村已经确定了“田里种粮养鱼饱肚子，山上栽橙植椒找票子〞的特色农业开展思路。当他听到袁支书介绍，柑竹湾方案通过3-5年开展甜橙3500亩，并利用甜橙未挂果的三年时间，在甜橙行间种植海椒、土豆等矮棵作物，王天海的眼睛亮了起来。回到家中，他算了一笔账：村里的乡亲们整天忙来忙去，面朝黄土背朝天，可是一年到头只有千元左右的收入。如果栽植甜橙三四年就可以挂果，而且前三年还可以在甜橙的行距间套种辣椒、土豆等矮棵作物等，年收入也能保证在千元左右，这样既不影响收入又能开辟一条致富新路，何乐而不为呢？于是他决定，回村开展事业。主意虽定，但王天海并不是一个蛮干的人，精细的他首先通过相关专家对柑竹湾土质进行了咨询、探讨，经过深入了解和调查，柑竹湾土质比拟适宜辣椒的生长。然后，他又到市场搞调查，并向有多年经验的种植辣椒专家虚心讨教，最后坚决了种植辣椒的决心。
