严格按照“区别对待、分类处置”的原则和“四条规定”、积极稳妥地处理好党政领导干部拖欠公款或借公款给亲友问题，进一步加强财务管理，杜绝新的拖欠公款观象发生。
追收党政领导干部拖欠公款的工作报告和《党政领导干部拖欠公款追收情况统计表》报送要求：市级各单位(含市属国有及国有控股企业)的工作报告和统计表由各单位主要负责人、纪检组(纪委)负责人和财务负责人签字盖章确认后，于2005年3月2日以前报市财政局相关业务处室， 同时报送市监察局、市审计局；市财政局相关处室进行汇总后，于2005年3月5日前将汇总表送监督检查处。各区(市)县的书面报告及汇总表于2005年3月5日以前报送市财政局监督检查处， 同时报送市监察局、市审计局。
