一、绪论
（一）研究背景
从20世纪80年代起,中国为了鼓励企业更多的进行进出口贸易的活动,采用了保税仓库制度和出口监管仓库制度，对未办理出口或已办理出口的货物进行储存并且提供简单的增值服务；但是随着时代的发展，因为其功能的单一性，手续的繁杂性等多种原因导致效率低下不能再满足国家进出口贸易的发展需求，在经历了保税区、出口加工区、保税物流园区等等的尝试之后，中国探寻了一条区港一体化的道路，而保税港区就是顺应区港一体化的时代潮流诞生的；。
