二、柑柏、巩山、杨山三村的基本情况及发展计划
（一）、柑柏村基本情况及发展计划
1、柑柏村基本情况
柑柏村位于太石乡政府以西约10公里处，辖王寺沟、下沟、上沟3个合作社，共84户，339人，劳力290人，全村耕地面积750亩，上年人均收入1800元。山大沟深、土壤贫瘠，农作物种植产量低，是全乡比较贫困的村之一，群众主要收入是外出打工收入。有通村公路2条，，路基稳固，路面宽5米左右，是全乡标准较高的通村公路。全村有党员19名，村级组织健全。村级活动室但由于修建标准低，已不能正常使用，影响村级正常活动的开展。

(1)通村公路硬化。柑柏村的通村有2条，一条是到上沟和下沟的通村路，还有一条是王寺沟的村社路，，路基稳固、路线平缓、路面较平整，具备硬化的条件。实施该村通村道路硬化项目可以极大地方便群众的生产生活，促进柑柏村经济社会发展。
(2)劳务技能培训。采取“请进来，派出去”的方式，对全村务工人员进行技能培训，让他们掌握一些常用的务工技能，并且协助他们取得相关资格证书，有组织地进行劳务输转，增加群众劳务收入。
(3)发展核桃。做强核桃产业，计划对所有的核桃树进行抛盘、刮皮、施肥、除虫，对1230棵大树进行高接换优，对2800棵小树进行嫁接。
(4)村级活动室的修建。柑柏村原有土木结构党员活动室3间，
