　　（5）优化师资：努力建设一支具有现代教育教学理念，善于学习，勤于思考，勇于创新，师德师风高尚、业务能力精湛、教学特色鲜明的教师队伍。
　（6）美化环境：树立文化立校的意识，在继承和发扬学校传统文化的基础上，不断加强校园文化建设，优化学校物质文化，完善学校制度文化，丰富学校精神文化，初步形成特色鲜明、内涵丰富、品位高雅的学校文化。
三、保障措施
　　1、优化学校管理。
　　学校管理要有正确的管理理念、人文的管理机制和科学的管理措施。（1）实行以人为本的管理理念，把全心全意依靠教职工，调动教职工的积极性作为学校管理的出发点和落脚点，不断增强学校的凝聚力。（2）分校长要加强学习，成为学校办学理念的引领者和科学管理的促进者。坚持校务公开，增加学校管理透明度，提高分校长的影响力、凝聚力和执行力。（3）充分发挥广大教师的民主管理作用。坚持精神与物质奖励相结合、成绩与利益相结合、思想教育心理疏导和严格管理相结合。（4）以规程为向导，以评比为杠杆，努力向管理要质量。

　　以“让教师与学校一起发展，让教师与学生共同成长”为目标，以师德教育为核心，以教师培养机制创新为动力，以教师培养活动为载体，遵循教师成长的规律，采取全方位、多途径的培训措施，促进全体教师更新教育思想观念，更新知识能力结构，聚焦内涵发展，提升教育品质，从而建设一支可持续发展的，具有创新精神和时代特征的，适应教育信息化、优质化要求的理论水平高、学科造诣深、业务技能精、科研能力强的教师队伍，为学校的持续发展奠定基础。
　　3、加强队伍建设。
　　（1）建立责任感强、求真务实、具有创新意识、具有现代学校管理意识与能力的学校管理机制。　　（2）探索新课程改革背景下的班级管理体制，建立一支学生喜欢、家长满意、具有科学管理能力和民主管理思想的班主任队伍。（3）加强教师培训，培养一批业务上过硬，个性明显，教有所长的专业教师队伍。
