安徽省实施细则

对设有消防设施的单位，公安派出所应当检查单位是否每年对建筑消防设施至少进行一次全面检测。
对居民住宅区的物业服务企业，公安派出所还应当检查物业服务企业对管理区域内共用消防设施是否进行维护管理。
第九条 公安派出所对居民委员会、村民委员会进行日常消防监督检查，应当检查下列内容：
（一）消防安全管理人是否确定；
（二）消防安全工作制度、村（居）民防火安全公约是否制定；
（三）是否开展消防宣传教育、防火安全检查；
（四）是否对社区、村庄消防水源（消火栓）、消防车通道、消防器材进行维护管理；
（五）是否建立志愿消防队等多种形式消防组织。
 
第三章 消防监督检查的程序
第十条  公安派出所实施消防监督检查时，民警不得少于两人，并出示执法身份证件。
第十一条  民警在实施消防监督检查时，应当填写《消防监督检查记录》，并交被检查单位主管人员阅后签名；对记录有异议或者拒绝签名的，民警应当注明。《消防监督检查记录》应当交所属公安派出所存档备查。
第十二条  公安派出所在消防监督检查时发现具有下列情形之一的，应当确定为火灾隐患:
（一）影响人员安全疏散或者灭火救援行动，不能立即改正的；
（二）消防设施未保持完好有效，影响防火灭火功能的；
（三）擅自改变防火分区，容易导致火势蔓延、扩大的；
（四）在人员密集场所违反消防安全规定，使用、储存易燃易爆危险品，不能立即改正的；
