　　第二章公路规划
　　第六条  农村牧区公路建设规划按照统筹规划、合理布局、保护环境, 符合农村牧区生产、生活和资源开发利用需要的原则。
　　第七条  旗县级人民政府负责编制农村牧区公路建设发展规划, 经上一级人民政府批准后报自治区交通行政主管部门核准备案, 并由旗县级人民政府组织实施。
　　各盟市交通行政主管部门负责组织、指导、协调、审核和汇总上报本地区农村牧区公路发展规划, 指导旗县级人民政府编制农村牧区公路建设发展规划。
　　自治区交通行政主管部门根据各盟行政公署、市人民政府批准的旗县农村牧区公路建设发展规划及全区农村牧区经济社会发展和农牧民出行的实际需要，编制全区农村牧区公路建设发展规划。
