This document prepared by the African Development Bank Group is intended to fulfil
the objectives of paragraph of the Rules of Procedure for Procurement of Goods and
Works, December 1996 edition.
“Borrowers shall use the appropriate Standard Bidding Documents (SBDs)
issued by the Bank with minimum changes, acceptable to the Bank, as necessary
to address country and project specific issues. Any such changes shall be
introduced only through bid or contract data sheets, or through special conditions
of contract, and not by introducing changes in the standard wording of the
Standard Bidding Documents.”

Preface
This Standard Bidding Document (SBD) has been prepared by the African Development
Group for its borrowers and their executing agencies for the award of small supply contracts
through petitive Bidding (NCB), for contracts not exceeding a maximum threshold
of UA 200 000. The procedures and practices presented in this document have been developed
through broad international experience, and are mandatory for use in projects that are financed in
whole or in part by the African Development Bank Group in accordance with the provisions of
the Rules of Procedure for the Procurement of Goods and Works.
In order to simplify the preparation of bidding documents for each procurement, the SBG
