招标采购部管理制度

为维护公司利益,保证工程质量,以标准的程序,合理的低价,多家比拟、择优选择有实力的最正确合作单位,提高资金使用效益,为公司创造更多的价值,根据相关法律法规制定本制度。
适用范围
、邀请招标和内部组织招标〔自行采购〕。
,是指招标人以招标公告的方式按照政府规定的程序邀请不特定的法人或者其他组织投标。
,是指招标人以投标邀请书的方式按照政府规定的程序邀请特定的法人或者其他组织投标。
〔自行采购〕,是指招标人或采购人按照货比三家的原那么自行组织邀请法人或者其他组织进行投标或采购。

工程的勘察、设计、施工、监理以及与工程建设有关的重要设备、材料的采购,到达以下标准之一的,必须进行招标:
〔1〕施工单项合同估算价在200万元人民币以上的;

〔2〕重要设备、材料等货物的采购、单项合同估算价在100万元人民币以上的;
〔3〕勘察、设计、监理等效劳的采购,单项合同估算价在50万元人民币以上的;
〔4〕单项合同估算价低于第〔1〕〔2〕〔3〕项规定的标准,但工程总投资额在3000万元人民币以上的;
〔5〕公司领导认为有必要进行招标的。

〔1〕工程技术复杂或有特殊要求,只有少量几家潜在投标人可供选择的;
〔2〕受自然地域环境限制的;
〔3〕涉及安、秘密或抢险救灾,适宜招标但不适宜公开招标的;
〔4〕拟公开招标的费用与工程的价值相比,不值得的;
〔5〕法律、法规规定不公开招标的;
〔6〕公司领导认为有必要进行邀请招标的。
〔自行采购〕
〔1〕工程施工单项合同估算价在30万元人民币以上;
〔2〕设备、材料等货物采购合同估算价在20万元人民币以上;
〔3〕勘察、设计、监理、咨询、营销等效劳的采购,单项合同估算价在10万元人民币以上
