摘要
本文将国民政府的科技政策按时间顺序分三个阶段探讨,第一阶段是
1927-1937 国民政府成立初期,按照孙中山先生的遗愿,中央研究院成立,之后
十年中国民政府颁布的包括专利法案、科技奖励、工业科技政策、科学教育等方
面的科技政策;第二个阶段是 1937-1945 抗日战争中国民政府科技政策。战争使
得这个阶段的科技政策呈现了一种承上启下的过渡性。以抗战为背景,通过科技
的发展、工业格局和科教布局的整合、科技政策的绩效评估等几个视角,分析抗
战时期科技政策与社会发展的互动关系,说明战时科技政策所起的积极作用;第
三阶段是抗战后科技政策的调整和发展。战后国民政府着手重建恢复工作,并将
发展工业放在战后重建的首位。本文对国民政府科技政策进行研究,总结出国民
政府科技政策具有外来性、国家行为、实用性等几个特点,同时指出了国民政府
科技政策缺乏宏观调控、忽视基础理论科学的研究等不足。国民政府科技政策促
进了当时的科技发展,取得了一定的成果。

ABSTRACT
This text discuss the Science and Technology policy issued by the National
government at three phases with the order of time. The first stage is from 1927 to
1937 ,The National government is founded ,in the light of unfulfilled wish of Sun
Yat-sen , The central authority research institute have be founded , Afterwards 10
years, National government promulgates the patent proposed law 、Science and
technology encourages and rewards law、Industry technology policy、Science educates
and so on ;The second stage ,from 1937 to 1945 Anti-Japanese War Chinese people
technology policy。This stage technology policy is a transition,Taking Anti-Japanese
War as background,Though development of science and technology ,Integrating to
the industry pattern and science and education layout ,Appraising the technology
policy achievement effect and so on several angles. Analysing the relationship of
Anti-Japanese War period technology policy and interactive social development .
Explaining active significance gotted by wartime technology policy. The third stages
is Technology policy adjustment and development after Anti-Japanese War . The
national government sets about rebuilding resume work after war. Reconstruction is
