摘要
为了更好地促进科学技术的发展,各国越来越重视制定优良的科技政策。本文
尝试讨论科技政策制定中应依据的和谐思想,并对现实中各国的科技政策制定进行
了实证分析。全文在以下四个方面进行了论述。
首先,介绍了科技政策的含义、性质、特点和作用,以及科技政策的主要内容,
从而发现在科技政策制定中应蕴含的和谐思想。
第二,从历史的角度阐述了各种和谐思想。包括中国古代先哲们的和谐思想:
儒家的以和为贵思想、道家的道法自然思想、人与自然的和谐相处思想等;西方古
代毕达哥拉斯学派的和谐思想、西方近代一些哲学流派的和谐理念、马克思主义哲
学的矛盾同一性等。
第三,给出了科技政策制定过程中应遵循的和谐原则。其中包括科技政策与经
济状况的和谐、科技政策和生态环境的和谐、科技政策和人文环境的和谐、科技政
策要促进科技平衡发展。
第四,从正反两个方面来实证分析和谐的科技政策和非和谐的科技政策,进一
步论证了和谐思想在科技政策制定中的重要性,这些论述对我国的科技政策制定具
有积极的参考作用。
论文的创新之处是把和谐思想与科技政策的制定结合起来,这在以前的学术著
作中还从来没有发现过,可以说开创了先河。由于没有这方面的参考文献,所以给
论文的写作增添了不少的难度。
通过论证,最后指出和谐思想在政策制定中是一个必不可少的工具,据此工具
可以制定出更科学的政策,从而指导我的提高。

Abstract
In order to accelerate the development of S&T, more and more countries are putting
emphasis on making scientific S&T policy. This paper tries to explain the harmonious idea
should be considered in Science and technology policymaking, and analyzing some
Science and technology policies of countries in reality from the angle of harmony. This
research work includes the following parts.
Firstly, the paper introduce science and technology policy’s definitions、essences、
characteristics、functions and the main contents. Discovering harmonious factors that
contains in science and technology policies.
Secondly, the paper elaborated various harmonious thoughts from the angle of the
history. Including ancient Chinese harmonious thoughts of the Confucianism, which
praise harmony highly; Including the Taoist ideologist, which emphasis learning from
nature methods; including the ideology which say human and nature should live together
harmoniously etc. At the same time, the paper also concern with western philosophers,
such as Pythagoras, whose harmonious concept is of numbers, and including other
philosopher’s harmonious idea of modern age in western. At last introducing Marxian’
