Fellow-CitizensoftheSenateandoftheHouseofRepresentatives:
Amongthevicissitudesincidenttolifenoeventcouldhavefilledmewithgreateranxietiesthanthatofwhichthenotificationwastransmittedbyyourorder,,IwassummonedbymyCountry,whosevoiceIcanneverhearbutwithvenerationandlove,fromaretreatwhichIhadchosenwiththefondestpredilection,and,inmyflatteringhopes,withanimmutabledecision,astheasylumofmydecliningyears—aretreatwhichwasrenderedeverydaymorenecessaryaswellasmoredeartomebytheadditionofhabittoinclination,,themagnitudeanddifficultyofthetrusttowhichthevoiceofmycountrycalledme,beingsufficienttoawakeninthewisestandmostexperiencedofhercitizensadistrustfulscrutinyintohisqualifications,couldnotbutoverwhelmwithdespondenceonewho(inheritinginferiorendowmentsfromnatureandunpracticedinthedutiesofciviladministration),inexecutingthistask,Ihavebeentoomuchswayedbyagratefulremembranceofformerinstances,orbyanaffectionatesensibilitytothistranscendentproofoftheconfidenceofmyfellow-citizens,andhavethencetoolittleconsultedmyincapacityaswellasdisinclinationfortheweightyanduntriedcaresbeforeme,myerrorwillbepalliatedbythemotiveswhichmisleadme,anditsconsequencesbejudgedbymycountrywithsomeshareofthepartialityinwhichtheyoriginated.
