绿色基础设施规划与实施研究——以仁怀南部新城为例.docx

摘 要
快速城市化导致土地开发速度达到了前所未有的阶段,基于灰色设施的传统开发模式,对人类赖以生存的生态环境造成极大的污染和破坏,导致和加剧了城市环境恶化。各种建设用地消耗了绿色开放空间,使自然系统破碎化加剧,生态系统服务功能降低,由此造成了自然区丧失、水资源退化、系统自适应能力降低等环境问题。城市绿色基础设施(Green Infrastructure,以下简称 GI)可以有效解决上述环境问题,但由于城市 GI 缺乏与传统规划体系的对接,导致城市 GI 在城市开发过程中无法有效实施和管理。
通过阐述目前我国生态环境问题,分析由这些问题产生的严重后果,得出 GI 规划的战略定位。通过 GI 规划的问题阐述,得出 GI 规划需要研究的内容。通过对国内外 GI 规划研究相关理论和实践的整理,得出 GI 规划研究的发展趋势。通过不同层次 GI 价值选择,得出不同层次 GI 的价值标准。通过 GI 规划与空间发展关系、不同层次规划的关联性、与传统规划内容的相关性分析,构建 GI 规划与传统规划的融合途径。通过 GI 规划的步骤、目标与要素,GI 网络构建方法,GI 网络评估方法的总结,得出 GI 规划体系。通过案例应用,阐述 GI 规划的具体分析过程。通过 GI 与传统规划技术体系的融合,GI 规划要素控制体系分析、GI 的土地利用规划控制与引导分析,得出 GI 网络的规划控制途径。通过 GI 网络的规划实施困境分析,得出 GI 网络的规划管理对策,以此形成 GI 网络的规划管理途径。
GI 规划技术体系与实施体系的缺失已经成为中国快速城市化过程中不能再回避的问题。文章希望通过 GI 规划途径、GI 与传统规划内容的融合、GI 的实施管理的研究,探索一条引导 GI 规划实施的道路,使得城市规划学科能真正引导城市生态建设。

ABSTRACT
The rapid urbanization has led land development speed to an unprecedented stage. Traditional development model based on gray facility caused serious environmental pollution and destruction to the human survival ecological. It also aggravated the deterioration of the urban environment. Variety of construction land consumped green open space, aggravated fragmentation of the natural system and reduced ecosystem services. And thus resulted in many environmental problems, such as loss of natural areas, degradation of water resources and reduce system adaptive capacity. Urban green infrastructure (Green Infrastructure, hereinafter referred to GI) can be an effective solution to the environmental problems. Because of lack of docking between GI and traditional planning system, GI can not be effectively implemented in the urban development and management process.
Through elaboration of current ecology and environment problems in China, analysis serious consequences caused by these problems and then obtain strategic positioning of GI programming. Through consolidation related theory and practice on GI planning of domestic and foreign, develop research trend on GI programming.
