ABSTRACT A series of emergency like Wen Chuan earthquake, the southern snowstorm, motor car rear end collision have brought a serious threat to the safety of people's lives and properties, which gradually enhance the degree of our attention to the emergency. Constructing the rapid and effective emergency response mechanism is important guarantee to reduce the degree of emergency disaster to the utmost extent. Emergency plan as emergency an important basis for decision-making, its digital semantic model representation is the focus of research in academic circles for a long time, but knowledge playing an important role need to face certain application needs, and how to excavate and represent emergency domain knowledge needs, make emergency knowledge have certain application scenarios, and then realize decision-making model of providing emergency measures according to the application scenarios, es new research subject to handle with emergency effectively. According to the main problems in the research of emergency plan digital representation model and knowledge push, scenarios application is introduced into emergency field, and the digital plan semantic model under the mode of ”scenarios-cope” is constructed using ontology development and integration method. The specific main research contents include four parts as follows: The mode of ‘scenarios-cope’ in emergency field is designed. On the basis of analysis on the existing problems of emergency knowledge management, the necessity and importance of constructing the model is elaborated, and according to the application of the model, and the connotation of the mode in emergency field is put forward, and on foundation of the analysis on knowledge construction in the mode, the mode of ‘scenarios-cope’ in emergency field is designed and present.
