本文运用新兴古典的分析范式,对金融全球化、金融安全和金融演进进行了一个深入细致的经济学考察和分析。本文认为,金融全球化是一股不可逆转的时代潮流,它是由分工演进和经济发展本身的逻辑所决定的,也是由金融本身的特点和演进逻辑决定的;对发展中国家而言,顺应金融全球化潮流、推进金融对外开放进程与保卫本国金融安全、维护本国金融利益始终是一对相伴相生的矛盾;要在一个全球化日甚的金融宏观背景下维护本国金融安全,关键在于实现金融创新的不断展开,而金融创新包括技术创新和制度创新两方面内容;文章最后探讨了维护我国直接、间接金融安全的可行途径。

一、引论
所谓金融全球化,是指金融业跨国发展,金融活动按全球同一规则运行,同质的金融资产的价格趋于等同,巨额国际资本通过金融中心在全球范围内迅速运转,从而形成全球一体化的趋势。
金融的全球化浪潮起源于20世纪80年代,主要在麦金农与肖等人的金融深化理论的影响下,许多发展中国家开始着手打破“金融抑制”,推进本国金融的自由化和国际化,以金融因素的增长来促进本国经济的启动和发展,其中取得较明显效果的突出代表是所谓的亚洲四小龙,它们的发展经历在相当大程度上为金融深化理论提供了实践证据,并极大刺激了金融全球化的发展。进入20世纪90年代,金融全球化已蔚然形成一股浪潮,具体表现为金融市场迅猛扩大、世界各国金融市场开放程度越来越高、金融管制越来越松、资本流动速度大大加快、金融创新层出不穷、各国金融政策相互影响程度不断增大,因此越来越倾向于一体化。然而,金融的全球化浪潮给世界经济尤其是发展中国家经济带来的不仅仅是推动促进作用,伴随这股浪潮而来的是金融危机的频繁爆发及由此引致的经济衰退和政局动荡,20世纪90年代爆发的金融
