摘要
乡镇政府是我国五级政府体系中最基层的组织。基层工作是复杂的和艰巨的,所以基层工作人员的工作态度、工作能力、工作绩效是影响党和政府重要因素,因此,实施对基层官员的问责有着特殊意义。
第一部分主要介绍了本文研究的背景及意义,指出由于政治、经济、文化在基层表现各异的原因,加上基层官员缺乏有力的监督,导致我国基层乡镇普遍存在“小官大贪”的现象,因此加强对基层官员的问责无论在理论上对于丰富问责理论,还是在实践上指导实践都有着重大的意义。第二部分对基层问责制概念进行了界定,本文将基层定义在乡镇等级,同时对社会契约论、主权在民理论、公共行政原则等理论去寻找作为基层问责制的理论基石。第三部分从内容上、数量上综述了问责制的相关文献,最后言出了本文的研究方法和研究方向。第四部分是对中国基层行政问责制发展的现状进行透析,指出当前的问责制是推动中国基层政权发展的重要工具,并结合当前中国农村基层问责制发展的现状且基层社会所带来的不良影响。第五部分是对基层行政问责制问题的完善途径,指出明确问责主体客体、完善公民问责、制度问责、重塑行政文化是解决当前基层面临问责困境的有效途径。

ABSTRACT
Township government is the most anizations in five-level government system of our country. Grass-roots work plex and difficult, so work attitude, work ability, job performance of the grassroots are important factor that affects the party and the government, therefore, the implementation of the accountability of grassroots officials have a special significance.
The first part mainly introduces the background and significance of this research, points out that due to the different political, economic and cultural performances at the grassroots level,with local officials lack of effective supervision, resulting in China's township prevailing "small government big corruption" thus strengthen the base layer of the accountability of officials both in theory to enrich the accountability theory, practice guidance in practice are of great  second part has carried on the limits to the grassroots accountability concept, this paper will base defined in the township level, the social contract theory, theory of popular
