摘要
在当前社会高速发展的时期,人口、资源、环境和发展之间的矛盾日益突出,
优化土地资源利用,促进社会经济的健康可持续发展已迫在眉睫。土地利用总体规划
作为合理安排社会经济各项用地、协调城乡建设协调发展的重要手段,已经成为我国
土地管理工作中不可或缺的工作途径。因此,如何编制符合客观实际、顺应地方经济
社会发展需求的土地利用规划,意义重大。
本文结合作者所参与的长丰县土地利用总体规划修编课题,以长丰县土地利用
总体规划为出发点,对规划的编制思想、规划的方法、规划的内容等方面进行探讨,
以期为土地利用总体规划的编制提供理论指导和参考。
论文共分四大部分。第一部分分析了当前社会经济发展背景和土地利用规划相
关的政策背景,阐明了论文写作的目的和意义。同时对中外土地利用规划状况作了简
要的介绍。
第二部分介绍了长丰县自然与社会经济概况。论文首先阐述了长丰县自然资源
状况,分析介绍了长丰县的地形地貌等特征。其次通过对社会经济现状及其发展态
势的分析,概括得出长丰县土地利用和管理面临的机遇与挑战。最后对长丰县土地
利用现状以及近年来长丰县的土地利用动态变化进行研究,并分别从土地后备资源
开发潜力、土地复垦潜力、土地整理潜力和土地生产力潜力四个方面分析了长丰县
土地利用潜力,总结分析了长丰县土地利用过程中存在的问题和特点,以期为以后
编制长丰县土地利用总体规划提供依据。
第三部分是对长丰县的土地利用总体规划的实践分析,通过对长丰县前两轮土
地利用规划的实施评价,确定了基于土地节约集约利用和耕地保护的长丰县新一轮土
地利用总体规划实施的可行性。总结了长丰县第三轮土地利用总体规划的特点和优
势,并阐述了其长丰县社会经济发展过程中的地位和作用。
第四部分,总结了长丰县第三轮土地利用总体规划的成就和贡献,并分析了其
仍然存在的问题,并针对性的提出相应的对策和建议。

Abstract 
During the current social high­speed development period,the contradictions among 
population,resources,environment  and  development  have  e  increasingly 
  the  land  resource  utilization  and  promote  the  sustainable 
development  of  social  economy  is    a  reasonable  arrangement  of  landuse, 
and  the  important  means  of  coordination  of  urban  and  rural  construction  and 
development, the general land use planning has e an indispensable way in China’s 
land administration. Therefore, how to prepare the land use planning which is according 
with the objective reality, complying with local economic and social development needs 
is of great significance. 
Based on the author’s participation in land use planning of ChangFeng County and 
as  a  starting  point  in  land  use  planning  of  Changfeng  County,this  paper  discusses  the 
thought,the  methods  and  the  contents  of  the  planning  in  order  to  provide  theoretical 
guidance and references for the general land use planning.
