摘要

寿安镇作为我国三农问题、城市化进程和农村城镇化发展道路上的
一个缩影,本文首先回顾了国家对解决“三农”问题的探索,分析其历
史经验教训,得出必须走农民非农化、农业产业化、农村城市化的发展
方向。其次研究城市化和农村城镇化的发展历程和存在的突出问题,认
为区域经济发展程度对城镇化水平提高有决定作用。再次结合寿安镇发
展基础分析,找到目前发展中存在的问题。在对寿安镇 SWOT 分析的基
础上,提出寿安镇城乡一体化发展模式应是以壮大产业支撑,实现城乡
一体化的目标,并阐述了其模式的内涵。本着“三赢、可持续和资源集
约”的原则,提出寿安镇的定位应是农产品加工基地、商贸集散重镇、
蒲江副中心。运用大量篇幅对发展的对策思路和保障措施进行了说明,
围绕战略制定,就产业支撑如何发挥保障谈了具体措施和办法。

SHOU’AN TOWNINTEGRATION OF
URBAN ANDRURAL AREAS



ABSTRACT


This text bases on the Shou’an town as a epitome on “san nong”
problem , urbanization process and rural urbanization development path of
our country. First , it reviews the exploration of our country to solve " san
nong " problem , analyzing its historical experience and lessons, and then
educe that the working direction of non-agricultural , agricultural
industrialization , urbanization of villages must leave to draw. Secondly it
studies urbanization and the development course of the rural urbanization
and outstanding problem existing, thinking the development degree of the
regional economy improves decisive action to the urbanization level.
Analyzing the Shou'an development foundation once more, we found
questions which at present exists. On the foundation of the Shou'an SWOT
analysis, we proposed that the Shou'an city and countryside integration
development pattern should expand the industrial strut, achieve the city and

countryside integration goal, and elaborated its pattern connotation. With the
principle of “three wins, sustainable and the resources intensive”, we
