摘要
长期以来,在低生产力水平条件下,国家战略发展的重点集中在城市,乡村
建设长期受到忽视。“城市偏向”的二元体制导致我国城乡发展呈现“欧洲加非洲
等于中国”的双轨制格局——城市的快速发展和乡村建设的停滞不前。近年来,
随着经济的高速发展,城乡之间在物质环境建设上的差别持续扩大,已经成为我
国社会经济发展中的主要矛盾,实现城乡一体化发展刻不容缓。
城乡一体化发展的重点和难点在乡村。由于长期投入不足,乡村地区在基础
设施建设、公共服务配套和环境建设等方面与城市之间存在较大的差距,加之规
划管理缺失和不到位,布局散乱、用地粗放、环境差是目前我国乡村空间的典型
特征,优化乡村居民点空间布局,改善乡村居民点的人居环境是实现城乡一体化
发展的重要内容。
乡村居民点体系规划是城乡一体化发展背景下城乡空间研究中的一个热点。
当前我国乡村居民点空间发展存在核心弱化、结构薄弱、要素流动无序以及要素
分布不平衡等现象,应在城乡一体化发展的基础上,通过培育乡村居民点核心、
完善乡村居民点结构网络、重构乡村居民点空间等措施实现乡村居民点空间重构。
本文主要以白水县的调查数据为基础,研究了乡村居民点体系空间重构过程
的方法和原则,包括提出了针对白水县的乡村居民点体系空间重构的策略,城乡
一体化发展背景下的乡村居民点发展综合评价指标体系,中心居民点——一般居
民点的乡村居民点等级体系的确定方法,以及以集约发展为基础的各类乡村居民
点的空间重构模式及其发展策略,最后提出了乡村居民点体系空间重构过程的一
些反思。

Abstract
For a long time,under a low level of productive forces,the county put the points of
development strategy in cities,and pays no regard to rural of the
“urban upation”of binary system,urban and rural development of the county
takes on a double track system pattern of “China is equal to Europe adds
Africa”—cities rapid development and counties recent years,with the
economic development at top speed,the difference between cities and counties on the
construction of physical environment keeps on expending,ing a principal
contradiction of social and economic development,the realization of urban—rural
integration admits no delay.
The important and difficult points of urban—rural integration development is in
rural. Due to insufficient inventment for a long time,there is a big gap between urban
and rural on infrastructural construction,public service facilities mating and
environment cons
