摘要
人力资源的开发和管理,不仅关系到一个组织的兴旺发达,更影响着一个国家
综合国力的强弱。政府要为社会提供优质高效的公共服务,就必须加强人力的开发
与管理,提升公共部门人力资源的整体素质与能力。株洲是我国首批“两型”社会
试验区的一个重要城市,研究株洲公共部门人力资源开发与管理的重要性和迫切性
更加突出。
本文共分四章:第 1 章:绪论。在分析选题背景和意义,述评相关研究文献的
基础上,提出本文的研究思路、方法、内容和创新点。第 2 章:公共部门人力资源
开发与管理的基本理论。首先界定了公共部门人力资源基本内涵,其次分析了公共
部门人力资源开发与管理的内涵及特点,再次探讨公共部门人力资源开发与管理的
基础理论。第 3 章:株洲市公共部门人力资源开发与管理的问题及其原因。在分析
我国公共部门人力资源开发与管理的历史沿革和成绩的基础上,重点分析了株洲市
公共部门人力资源开发与管理存在问题及其原因。第 4 章:完善株洲市公共部门人
力资源开发与管理的有效途径。主要从更新观念,加强制度建设和机制创新三个方
面进一步完善完善株洲市公共部门人力资源开发与管理。
本文的主要创新点主要是:一是首次比较系统地研究株洲市公共部门人力资源
开发与管理;二是结合“两型社会”的要求,深入研究株洲公共部门人力资源开发与
管理的研究为推动株洲经济社会的和谐发展服务。

Abstract
Human resources development and management, not only relates to anization's prosperous
development, is affecting a prehensive national strength strong and the weak. The
government must provide the high quality highly effective collective services for the society, must
strengthen the manpower the development and the management, the promotion Public sector human
resources overall quality and ability. Zhuzhou is our country first batch “two” a social pilot area
important city, studies the Zhuzhou Public sector human resources development and the management
importance and the urgency is more prominent.
This article is divided four chapters: Chapter 1: Introduction. In the analysis selected topic
background and the significance, in mentary related research literature's foundation, propose
this article research mentality, the method, the content and the innovation spot. Chapter 2: Public sector
human resources development and management elementary theory. First has limited the Public sector
human resources basic connotation, next has analyzed the Public sector human resources development
and the management connotation and the characteristic, discusses the Public sector human resources
