摘要
在我国的经济发展中,国有企业一直占主导地位,其效益的好坏直接关系到我国的整体实力。而国有企业的效益不仅取决于宏观经济环境,也与微观的经营管理水平密不可分,这其中尤其是高层经营者的经营管理能力及其积极性对国企绩效起着相当重要的作用。本文在阅读了大量文献资料的基础上,运用所学知识,对基于人力资本产权化的国有企业经营者薪酬激励制度进行了研究。文章通过对我国国有企业经营者薪酬激励机制现状的分析,并结合人力资本产权理论对经营者薪酬激励机制问题的深层原因进行探讨,指明国有企业在人力资本产权制度上的根本矛盾,提出问题的根源在于忽略了经营者人力资本及其产权对其薪酬的影响,同时缺乏对经营者需求的正确认识以及科学的公司治理结构。在市场经济条件下,经营者的激励报酬必须充分考虑经营者人力资本存量、市场定价,充分考虑经营者的人力资本价值及经营者的实际需要,笔者认为这些是解决我国国有企业经营者薪酬激励机制问题的基本思路。通过借鉴国内外经营者薪酬机制改革实践经验,设计了一套包含年薪制、股权激励、职位消费的薪酬激励机制,同时给出相应的配套约束措施设计方案。

Study on Operator's Incentive Mechanism Based on Property Right of Human Capital
Abstract
National-owned enterprises have always played a leading role in the development of our national the economic profits of our national-owned enterprises are good or not directly affects the whole strength of our economic profits of the national-owned enterprises depend on not only the macroscopic environment of economy but also the microcosmic ability management and the entrepreneurs’ability and activity for management are of great importance to the performance of national-owned enterprises.
In this paper,the author studies the operator’s salary incentive mechanism that is
based on human capital as propefty right by consulting lots of relative analyzing the present conditions of the operator’s incentive mechanism and discussing the causes of the operator’s incentive mechanlsm based on the theory of human capital property , the author indicates that theproblem lies in two Is the neglect of the effect of the operator’s property right and human capital on payment. Another one is the lack of accurateunderstanding of operator’s need and pfoper administrable thecondition of maket economy, operator’s incentlve payment should sufficientlyreflect human capital deposit, human capital price, human capital value as well asoperator’s needs.
