BOT(Build-Operate-Transfer)投融资模式作为一种常见的投融资模式在国内外基
础设施建设中应用较广,其理论研究成果比较突出,已形成一套较成熟的理论。把
BOT 投融资模式在我国基础设施中成功经验移植到我国体育场馆建设中,有较好的理
论基础。我国体育场馆建设中运用 BOT 投融资模式也已有新的尝试,总结其经验将理
论与实践相结合,对于今后我国体育场馆的投融资的发展具有较强的现实意义。
本文通过文献资料法、逻辑分析法、SWOT 分析法、案例分析法和专家访谈法
对 BOT 投融资模式在我国体育场馆中的应用进行了研究,分析了我国体育场馆运用
BOT 投融资模式的背景、存在的问题及运用 BOT 投融资模式建设场馆与后期运营的
关系。得出以下结论:
1、BOT 投融资模式是以未来经营权作为投资回报来筹集建设资金的模式,是缓
解当前国家投资不足的一种有效补充,是拓展体育投融资渠道的有益尝试,契合我国
体育事业产业化、社会化的发展方向,同时是体育体制改革的体现。通过 SWOT 分析,
证明我国体育场馆适合引进 BOT 投融资模式。
2、北京五棵松文化体育中心是中国历史上第一个完全由企业投资的大型体育场
馆,是一次前所未有的尝试,既减轻了政府的负担,也给企业创造了机会。证实了
BOT 模式应用于我国体育场馆的可行性。
3、BOT 投融资模式应用于我国体育场馆时间不长,尚无系统的理论支持,实践
操作中也存在一些问题,尤其在其运营过程中,尚未形成成熟的运营管理机制。
4、目前,我国尚未形成完善的 BOT 模式进行投融资的法律法规,只有一些国家部
委和省级政府中有少许有关 BOT 的规定,BOT 模式的实施缺乏法律支持。
5、BOT 投融资模式项目的生命周期较长,项目进行期间易出现变化,要在变化
中总结经验,提高应对变化的能力,逐渐走出一条适合中国国情的体育场馆 BOT 投融
资模式。

Abstract
Build-Operate-Translation as mon mode of investment and financing has been
applied in building of infrastructure at home and abroad widely. Prominent research on
Build-Operate-Translation has formed a more mature theoretical system. BOT mode could
be transplanted into the construction of Chinese stadiums for its adequate theory in
infrastructure. Recently, there also have been new attempts (Build-Operate-Translation) on
Chinese stadiums. Combination the theoretical with practical experience can be useful and
meaningful for the development of investment and financing mode in Chinese stadiums in
the future.
The author studied the application of Build-Operate-Transfer investment and
financing mode in Chinese stadiums through literary analysis, logical analysis, SWOT
analysis, example analysis and expert interviews methods in the in the paper, analyzed
