华中科技大学硕士学位论文我国机关事业单位养老保险制度改革研究姓名:谢赟慧申请学位级别:硕士专业:社会保障指导教师:吴毅 20060430 华中科技大学硕士学位论文 1 摘要机关事业单位养老保险改革是深化机关事业单位管理体制改革的一个重要配套措施,在整个社会保险制度改革中占有重要地位。本文以文献研究的方式考察我国机关事业单位养老保险制度改革的基本现状, 在总结、归纳、比较前人研究的基础上较为全面地提出了机关事业单位养老保险改革的明晰思路和具体方案,具体分为以下六个部分。第一部分为导论, 从我国机关事业单位养老保险制度改革的必要性以及完善机关事业单位养老保险制度的对策两个方面,回顾和梳理了有关的文献资料,并提出了本研究的研究思路、研究方法和研究意义。第二部分首先介绍了我国机关事业单位养老保险制度的历史沿革, 接着分析了我国机关事业单位养老保险制度存在的问题,然后阐述了我国机关事业单位养老保险制度改革的背景。在第三部分, 笔者首先从总体上分析了各地机关事业单位养老保险制度改革的现状,然后详细介绍了部分地区机关事业单位养老保险制度改革的具体做法并总结各自的优点和缺点。第四部分阐述了我国机关事业单位养老保险制度改革的意义、改革的理论依据和现实依据以及改革的原则。第五部分针对我国机关事业单位养老保险制度存在的问题, 提出了我国机关事业单位养老保险制度改革的思路、具体内容和对策。第六部分综合本研究的观点和论述,形成了结论,并指出了研究的不足。关键词: 机关事业单位养老保险制度改革华中科技大学硕士学位论文 1 Abstract The reform of pension insurance of govern ment and non-profitable enterprise, Which play an important role in the re form of social insurance, is a big part of the whole picture of the reform of management in government and non-profitable ente rprise .This article presents a definite conception and a factual pl an based on the investig ation of the state of the pension insurance system's reform of gove rnment and non-profitabl e enterprise and the research of the predecessor. Here are six parts as follow. The first part is introduction which retros pects and sorts out so me relative documents from two aspects--one is the necessity of the reform of the pension insurance system of the government and non-profitable enterprise, the ot her is the strategy of how to improve the pension insurance system--and addresses the conception, method and motivation. In the second part, at first, the article introduce the history of the pension insurance system reform, then analyzes some existent problems of the pension insurance system, finally , expatiate the background of the pension insurance system reform of government and non-profitable enterprise.
