Abstract
The reform of pension insurance of government and non-profitable enterprise, Which
play an important role in the reform of social insurance, is a big part of the whole picture
of the reform of management in government and non-profitable enterprise .This article
presents a definite conception and a factual plan based on the investigation of the state of
the pension insurance system's reform of government and non-profitable enterprise and the
research of the predecessor. Here are six parts as follow.
The first part is introduction which retrospects and sorts out some relative documents
from two aspects--one is the necessity of the reform of the pension insurance system of the
government and non-profitable enterprise, the other is the strategy of how to improve the
pension insurance system--and addresses the conception, method and motivation.
In the second part, at first, the article introduce the history of the pension insurance
system reform, then analyzes some existent problems of the pension insurance system,
finally , expatiate the background of the pension insurance system reform of government
and non-profitable enterprise.
At the third part ,firstly ,I analyze the state of the pension insurance system reform in
different places as a whole ,and then ,analyze the factual actions during the reform of the
pension insurance system in some districts ,at last, make a conclusion of the strong-point
and weak-point rely on the analysis.
The fourth part proposes the significance, the theoretic and realistic basis and the
principle of the reform of the pension insurance system.
According to the existent problems in the reform, the fifth part put forward the
conception, concrete content and factual strategy about the reform.
The last part synthesizes all the arguments and statements in this article and figure
out a conclusion, meanwhile point out the deficiency of the research.
