凤凰县新型农村社会养老保险运行存在问题及对策的研究论文.pdf

摘要农村居民的养老保障问题是解决农村老年人基本生活需要的问题,是关系农村社会稳定的重大问题。我国2009年开始进行新型农村社会养老保险试点工作,改变了白老农保陷入困境后农村养老保险缺失的状态。新农保制度是一项重大的民生工程、惠民工程和德政工程,不断发展和完善新农保制度,确保其良性可持续发展,体现了我国以以人为本为核心的科学发展观的本质要求, 有利于缩小我国现存的城乡二元差距,完善我国的社会养老保障制度。本文选择凤凰县作为研究对象,主要因为凤凰县曾是国家级贫困县,后大力发展旅游经济实现经济的飞速发展,在经济发展的同时当地的社会保障制度相对来说略显滞后,这其中存在的问题值得探讨。另外,对于其它像凤凰县一样有着丰富的自然资源和历史文化沉淀的农村地区不在少数,可通过凤凰县的经验发展本地经济,以经济带动社会发展,完善自身的社会保障制度。本文主要研究了凤凰县新农保制度运行的现状及存在问题,并提出了相应的对策和建议。凤凰县新农保制度自201 1年开始施行,到如今两年多的时间, 初步解决了凤凰县农村老年居民养老保障缺失的问题,但是新制度的运行与具体试点的结合需要一定的磨合与调整,以更加适应当地发展,从根本上解决试点地区存在的问题。本文经过调查和数据分析,分析了新农保制度在凤凰县运行过程中的问题,主要包括政府责任、财政、行政服务、基金管理、制度衔接等方面的问题,并且针对这几方面的问题提出了建议,希望能对凤凰县接下来的养老保险工作献计献策。关键词:新农保;凤凰县;问题;对策 ABSTRACT The endowment insurance issomething very important,it Can solve the problem ofthebasiclifeoftheaged people inruralareas,and itis amajor issuein country started‘‘TheNew Farmer’Sinsurance”at2009,and afterthat,theaged people ofrural area can satisfy call ‘‘TheNew Farmer’S insurance’’agrant livelihood project,aproject thatbenefit people,and aproject of—a benevolent develop andimprove‘‘The New Farmer’Sinsurance”,to ensure itshealthy sustainable development,reflecting the intrinsicquality ofthe scientificdevelopment concept,and help toreduce the Dualisticurban-ruralgap,perfect theold—agesecurity system.
