摘要
作为历史文化名城的载体,历史建筑在武汉建筑发展进程中扮演了重要的角色。
自 2002 年武汉市开始全面启动历史建筑保护管理工作以来,武汉市人民政府制定了
一系列相关的行政规章,在历史建筑保护的观念普及、法制建设、实际操作等各方
面都有了长足的进步。截至 2008 年 5 月,共 124 处历史建筑纳入武汉市优秀历史建
筑保护范围,建筑面积约 50 万平方米。然而武汉市历史建筑保护现状并不乐观,不
但没有获得明显的改善,而且据不完全统计,最近三十年来,有近百处武汉三镇的
历史建筑被拆毁、移迁、仿造。除了武汉市历史建筑数量大、类型多、产权杂等现
实原因,历史建筑保护机制的缺失是其根本原因,具体表现在武汉市历史建筑保护
工作目前仍采用文物建筑的保护原则及要求,尚未根据历史建筑自身特点建立起与
其相适应的保护机构和管理办法。
本论文旨在探讨如何立足武汉市现实,根据历史建筑保护现状以及国际、国内
其他省市保护形势,对武汉市历史建筑保护提出可行性对策建议。本文采用社会调
查法,研究结果表明,武汉市历史建筑保护工作在立法、管理、保护内容等方面存
在不足。因此本论文提出通过建立地方法规、改革管理体制、完善保护内容、转变
保护模式、增强保护意识等五个方面来加强武汉市历史建筑保护工作。

Abstract
As the carriers of historic city, historic buildings in Wuhan city play an important role
in the development process of Wuhan historical buildings. Since 2002 prehensive
conservation management of historic buildings began to launch, municipal government of
Wuhan city has promulgated relevant regulations, made a great improvement at
popularizing conservation concept, constructing legislative work, practical operation and
others. Up to May 2008,124 historic buildings have announced to be the outstanding
historic buildings in Wuhan city, whose building area is about 500,000 m3 .However, the
historic buildings’ situation is not optimistic, they have not been visible improved,
furthermore, according to plete statistics, nearly 100 historic buildings was
demolished, moved and imitated in the past 30 years. Except for the fact that historic
buildings in Wuhan are of a large quantity, multi-type, miscellaneous property rights, and
others, the basic reason is the lack of conservation machinery of historic buildings, whose
specific manifestations are that conservation management of historic buildings in Wuhan
city hasn’t established conservation institution and management method according to the
historic buildings’ specification, but still a
