摘要
在当前新形势下,世界各国和我国社会的发展都非常迅速,而在飞速发展的
过程中,无论从中央政府还是地方政府,政府的公信力在不同方面不同程度都有
不足甚至还有缺失的表现。某些时候某些方面会阻碍社会正常健康发展。在经济
全球化、技术信息化的新环境和新形势下,在积极开展社会主义新农村建设的任
务中,在加强和提高中国共产党的执政能力的前提下,研究我国基层政府——乡
镇政府公信力的表现和缺失,如何提高乡镇政府公信力具有重要的意义。本文从
乡镇政府公信力的概念入手,对乡镇政府公信力的基本要求、理论基础和意义进
行了阐述。尽管自改革开放以来我国基层政府在治理乡镇和发展农民社会生活方
面取得了巨大的成就,但还是存在公信力缺失的现象,分析这些缺失表现的原因
有助于我们针对原因采取措施来提升乡镇政府公信力。根据对乡镇政府公信力缺
失原因的分析,结合社会现实实际,我们可以从转变职能,推进民主建设,提高
公务员素质,体制改革和发展乡镇区域经济等几个方面来阐述提升政府公信力的
途径。

Abstract
With the development of countries in the world, the trust of government both
central and local is deficiency or has been the new circumstance of
economy’s globalization and technique’s informationization,China is going deep in
the perfection on Socialist market economy system of the distinct Chinese
strengthening and improving the prerequisite of the ability of
adminietration of munist Party of China,to study the behavior and
disappearance of the public trusts of our government and how to improve
government’s public trust is showing important meaning. From the start of the concept
of the township government’s public trust, this text has talked on its basic
requirements, theoretical basis and government has made the
enormous achievement in managing the country and developing farmers’ social life
since reform and opening-up,but a lot of phenomena and behaviors of impairing
government’s public trust exist,it is contributes to our taking and solving tactics and
measure to the reason for producing these to the analysis of the
reason to the lacking of the government’s public trust, with the actual social reality,
We can enhance the government’s public trust by changing their functions,promoting
the building of democracy,improving the quality of the civil service, refor
