A Study on the Development of China's Local Government Bonds A Dissertation Submitted to the Graduate School of Henan University in Partial Fulfillment of the Requirements for the Degree of Masterof Economics By Zhang Jiajia Supervisor: Quanhong Date June,2013 I 摘要在当前地方各级财政收支矛盾日趋紧张的背景下,地方政府能否自行发债一直是各方关注的焦点。从理论层面来讲,与中央政府相比,地方政府在提供公共产品方面具有信息上的优势,且地方公共产品的支出一般属于资本性支出,同政府税收相比,用举债方式筹集地方公共建设资金更为合理。同时地方政府作为政府体系的重要组成部分,在履行其职能时需要有相应的财力作保证,而举债权则是地方政府财权应有的内容。从实际情况来看,在分税制财政体制下,地方财政的收支不平衡趋势在不断扩大,地方政府已到了严重的收不抵支的境地。本文对地方政府的债务现状进行了分析,状况不容乐观, 地方政府债务普遍存在举债主体多样,融资渠道混乱等问题,因此运用正规的融资方式筹集资金更具有优势,更适合作为地方政府融资的主渠道。发行地方公债为地方政府融资是世界发展潮流和趋势。美日两国在这方面积累的经验教训可以为中国发展地方公债市场提供借鉴。经分析,在中央对地方政府的融资管理方面,同为单一制国家的日本模式值得借鉴。在地方债的市场管理模式方面,已具备较为完整和成熟的市场化管理体系的美国模式值得借鉴。中国目前继中央代发地方债模式之后,又在完善地方公债制度的道路上有了重大举措,即允许四省(市)自行发债。与国债转贷地方和中央代发地方债模式相比,地方政府自行发债市场化程度较高,信息披露意识较强,能有效的推动地方政府的财务状况和资金用途的透明化。但是,在看到地方债发行试点的诸多优势之后,仍需清醒的看到,此次试点只是介于中央代发地方债和完全自主发债之间的过渡模式。根据目前我国地方政府的债务现状,试点的推广仍存在较大的风险,故不会进行太快的推广。针对现阶段我国发展地方债所面临的问题,本文建议我国应从建立完备的地方公债制度,不断推进地方债融资的配套改革两方面采取具体的政策措施来促进地方公债市场的发展。关键词:地方政府,地方公债,分税制,试点 III ABSTRACT In local fiscal revenue and expenditure in the current contradictions increasingly tense backdrop, the local Government's ability to issue bonds has been the focus of the speaking,in comparison with the central government,local governments have information advantage in the provision of local public the expenditure of local public goos generally belongs to capital pare with the government revenue,it is more reasonable to building up local public construction funds in the way of raising since the local governments are an important part of the government system,in carrying out their function,local governments need to have appropriate financial guarantee,and debt financing right should be part of local government financial rights.
