摘要
本文主要通过什么是人权，什么是主权，这两者的起源、历史发展及辩证关系进行分析论述。主权与人权都是国际法的原则，主权原则是最基本的国际法原则，人权原则也是国际法的重要原则。人权与主权是一个有机统一的整体，自始至终是不可分割的，纵观历史，没有一个不注重人权的政府主权能够长久维持，也没有哪一个国家在主权丧失的前提下为其人民提供了健全的人权保障。所以说主权是保障人权的前提，人权是主权得以持续的基础。它们之间是辩证统一的关系，认为人权高于主权或者主权高于人权的言论都割裂了人权与主权辩证统一的关系，其观点是片面的。

Abstract
