城市街道办事处职能定位的问题与对策研究.pdf

摘 要

城市街道办事处处于城市基层管理的一线位置，不仅是政府与民众密切沟通
的纽带，而且肩负着政府基层政权组织赋予的社会公共管理职能。城市街道办事
处职能定位问题，作为一种政府制度设计，不仅是一个理论问题，更是一个实践
问题。自新中国成立以来，随着经济社会的快速发展，城市街道办事处的职能也
不断扩张，同时它的不合理性也逐渐暴露，带来了许多现实问题和冲突。本文在
这样的社会背景下，通过对城市街道办事处现有职能的分析，深入探讨了其职能
定位存在的问题，分析了产生的原因，并根据改革的思路和原则积极探索，提出
了转变城市街道办事处职能的对策建议。即通过从宏观层面入手，加强理论研究；
加强和完善城市街道办事处相关法律法规建设；理顺各层关系，转变管理理念；
做好职能转变规划，逐渐弱化不必要的职能,强化综合服务水平；创新城市街道办
事处社区服务方式，建立“小机构、大服务”体系来促进城市街道办事处更好地
履职。

Abstract

Sub-district Office as the first-tier urban grass-roots management position, is not
only the link between government and the people, and also shouldering public
management functions conferred by government grass-roots organizations. Sub-district
Office in the positioning functions as a system of government designed to not only a
theoretical issue, but also a matter of practice. since the founding of the People's
Republic of China, with the rapid economic and social development, the functions of the
