彻落实党的十七大和省委十届全会精神，坚决贯彻中央、省、地“保增长、保民生、保稳定”的总体要求和各项决策部署，紧紧围绕“开发扶贫、生态建设、人口控制”三大主题。不断深化改革，扩大开放，着力解决改革发展中存在的矛盾和问题，艰苦创业、拼搏进取、抓住机遇、加快发展，全县综合经济实力不断增强，人民生活明显改善，生态建设成效明显，社会事业全面进步，全县经济社会实现了超常规跨越发展。
一、经济社会实现超常规跨越发展。“十一五”期末，全县生产总值达到68 亿元，人均生产总值超过7350元(约1000 美元)， 年均增长16％以上。2010年固定资产投资超过41亿元，％， 倍， 亿元，分别是2005年的 倍和 。经济实力明显增强，重要经济指标实现超常规跨越。
