天津大学硕士学位论文太钢创业投资有限公司高新技术项目管理设计方案姓名:郭建东申请学位级别:硕士专业:项目管理指导教师:任达;刘鸿尧 2011-12 中文摘要 2009年国有风险投资行业可谓喜忧参半,创业板的开启为风险投资的退出又开辟了一条便利途径,与此同时国有股转持政策又可能让国有风投颗粒无收。面对这样的形势,作为一家年轻的国有风投,太钢创业投资有限公司如何继续承担孵化高科技术企业,应对资本市场变革后的新形势成为太钢创投今后发展的首要课题。本文围绕太钢创投高科技术项目管理体系,以国有股转持、创业板开启为背景,以项目管理的设计为核心,就太钢创投高新技术项目提出较为完整系统的管理方案。本文的研究思路是:提出太钢创投基于自身发展需要,面临2009年后国有创投市场的重大变革,按照创业投资项目进行步骤将目标分解,提出了一套适合太钢创投自身国有体制的项目管理模式。在分析和提出方案的过程中,本文对太钢创投的国有体制下对创业投资风险的高度敏感性充分进行关注,并在各个环节均提出了应对的方法。在本文论述过程中主要用到了如下的研究方法:首先就内外因素推动下论证太钢创投对于创新项目管理体系的需求,随后运用SWOT 分析法全面剖析太钢创投高新技术项目投资的环境,接下来就项目管理的三个主要环节——评估、后期管理、退出分别设计出相应模块。本文在高新技术评估环节主要是考察风险企业发展前景,并提出衡量企业发展前景的三项指标——风险企业家、产品(技术),和法律评估;投资后期管理部分主要包括对风险企业的价值培育和对其风险的控制,在风险投资增值的基础上保证投资安全;国有股转持政策对太钢创投高新技术项目退出策略影响巨大, 本文在第六章针对新形势提出了太钢创投的退出策略。关键词:项目管理国有股转持评估培育退出 ABSTRACT 2009,the state-owned venture capitalindustry can bedescribed asmixed,the GEM toopen an exitfor venture investment hasopened up aconvenient way totransferstate·owned sharesheld thesame time thepolicy can alsoallow thestate-owned venture situation,as ayoung state-owned venture,TISCO Venture CapitalCo.,-Tech tOcontinue to bearthetechnology incubatorbusinesses,respond tochanges inthecapital market e the new situationafterthe venture ofTISCO most important issueforfuturedevelopment.
