摘要
纺织服装业是泗阳县的传统支柱产业,也是泗阳具有比较优势的产业。随着
全球经济一体化进程的加快及纺织品出口配额的取消,我国纺织服装业迎来了新
的发展机遇,但纺织服装业面临的竞争将更加激烈。如何抓住机遇迎接挑战,是
泗阳纺织服装业发展面临的重大课题。
本文以战略管理和产业经济学等理论为指导,通过对泗阳纺织服装业进行实地
调研和知己知彼的分析过程明确了泗阳纺织服装业自身的优、劣势以及发展所面
临的机会与威胁,运用关键因素评价法对影响泗阳纺织服装业发展的内部因素和
外部因素进行了综合评价。在此基础上运用 SWOT 分析法对泗阳纺织服装业发展进
行了战略匹配,从而选定了“十一五”期间纺织服装业的发展战略,并采用灰色
系统理论中的 GM(1,1)模型预测了泗阳纺织服装业的“十一五”发展战略目标。
最后为实现战略目标制定了相应的对策研究。
本研究是泗阳县国民经济与社会发展“十一五”战略规划中的专项规划,为泗
阳县纺织服装业发展决策提供科学依据。课题已经通过了泗阳县政府的评审,并
获得了好评。本研究对其它地区纺织服装业的发展也有一定的借鉴意义。

ABSTRACT
The textile industry is the tradition pillar industry of the Siyang County, and also is the
predominant industry of the Siyang County. Our country’s textile industry has met with the
main chance for development since the integration of the whole world’s economy has
speeding up and the textile exportation quota had been canceled. But the textile industry will
encounter more petition. How to hold the opportunity and avoid the threats, is a
very important issue to the Siyang County’s textile industry.
This article applied the theory of strategic management and industrial economics and so
on, and used many analytical methods. First, in order to get the information about the Siyang
County’s textile industry, the author investigated the Siyang County’s textile industry on the
spot and searched many data. Second, the author discovered the strengths and weaknesses of
the Siyang County’s textile industry through analyzing the internal environment. At the same
time, the author found out the opportunities and threats that the Siyang County’s textile
industry have to faced through analyzing the external environment. Afterwards the author
evaluated the internal factors and external factors by Internal Factor Evaluation Matrix (IFE)
