第四条 负责召开技术例会，经常分析掌握矿井自然灾害和主要生产系统上存在的不安全问题，并采取技术措施加以处理，杜绝重大事故的发生。
第五条 对生产建设中存在的隐患，要从技术上提出防范措施，协同分管生产的副矿长组织有关人员或部门认真执行。
第六条 协助本矿矿长做好相应突发事件的应急管理工作，对本矿应急管理工作负重要领导责任。
第七条 发生重大事故时，协助矿长参加抢救与处理，在技术上及时采取避免灾害扩大的果断措施。
第八条 积极组织推广先进技术，提高对自然灾害的预测、预报、预防手段，增强矿井抗灾能力。
第九条 负责组织有关人员定期对通讯供电系统、避灾路线进行检查，发现隐患及时处理。
第十条 负责煤矿“六大系统”的建设完善与使用。
第十一条 负责组织解决和处理以顶板、贯通、瓦斯、综合防尘、防火、防水、防洪、机电设备防爆为重点的安全技术问题，并提出相应的安全技术措施，按规定程序审批后贯彻执行。

财务副总安全生产责任制
第一条 保证安全技术措施经费的落实并监督其合理使用。
第二条 审查劳动防护用品、保健食品的经费支出及合理使用情
第三条 按照“三同时”原则审批新、改、扩建项目，确保劳动保护设施不留隐患。
第四条 定期或不定期的检查财务计划完成情况和费用计划的执行情况，监督有关单位经营成果和收支情况，监督检查及时记账、算账、结账和报账，保证手续完备，数字准确，内容真实，组织实施编制会计报表。
第五条、 审查各项安全罚款的出处，认真执行国家和地方法规。
第六条 组织制订、修改审批人事教育系统的安全管理规定、安全教育培训计划，并组织实施。及时配备安全管理人员。
第七条 积极筹备安全教育经费，确保安全教育资金及时到位。
第八条 负责财务部的安全生产工作。
第九条 参与分管范围以外的安全生产管理工作，提出合理化建议。

第一条 认真贯彻执行党和国家的安全生产方针和上级有关安全生产的政策、法令、规定、指令、条例、规程和决定。
