六、少数民族地区、畜牧区、渔业区、林业区，可以根据本条例的根本规定，结合本地区的具体情况，另定具体方法。
第二章 公 社
七、公社社员代表大会，就是乡人民代表大会。公社社员的代表，就是乡人民代表大会的代表。
全公社范围内的重大事情，都应该由社员代表大会决定，不能由管理委员会少数人决定。
公社社员代表大会要定期开会，每年至少开会两次。
八、公社社员代表大会的代表，每两年改选一次。社员代表要有广泛的代表性。从事各种业务的社员，有经验的老农，农村的专业工人，青年和妇女，少数民族的社员，烈士家属和转业军人，侨眷和归侨，都要有适当数量的代表。
公社的社长和其他管理委员、监察委员，都由公社社员代表大会选举，任期两年，可以连选连任。公社、生产大队、生产队，在选举管理委员和监察委员的时候，应该注意使老贫农和下中农占优势。
在那些有几个不同民族成分的社队，还要注意吸收少数民族的社员，参加管理。
