　　2022年财政政策将由“稳健〞转为“积极〞，重点要以扩大消费需求为核心，以加快改革为重点，综合运用各种财政手段，配合金融政策和其他手段，来改善经济结构和拉动经济增长。
　　首先，加大对民生的投资力度。导致目前中国居民低消费倾向的主要根源是住房、教育和医疗。根本原因就是长期以来财政支出中对经济建设投资占的比重较高，对关系民生的社会公共支出较少。此外， 由于住房、教育、医疗方面改革的不到位，造成了中国居民消费预期差，被迫储蓄，消费难以启动。因此，明年的财政政策将重点解决居民的低消费问题，通过建设保障性住房、加快医疗卫生教育事业开展等投资，减少居民特别是低收入群体在教育、医疗和住房方面的支出，增强居民的消费能力和消费意愿，既在短期内拉动经济增长，又能够促进经济结构转型，实现长期增长。
　　其次，通过优化财政支出结构改善经济结构。加大财政投入力度，加快自主创新和结构调整，支持高技术产业化、效劳业开展以及产业技术进步。坚决控制高耗能、高污染的产业，增加节能减排投入力度，支持重点节能减排工程建设。实施促进企业自主创新的财税优惠政策，加快高新技术产业和装备制造业开展，鼓励企业增加科研投入。建立健全煤炭等矿产资源有偿使用制度和生态环境补偿机制，开展可再生能源。落实支持中小企业开展的税收优惠政策。支持完善担保体系建设，帮助中小企业融资。
