第1章 中国社会治理现阶段所存在的问题
对社会治理理念认识不准确
社会治理是相对于国家治理和政府治理而言的，各有其相对独立又相互联系的主客体及其侧重点。社会需要治理，社会决定治理，社会决定于治理。中国特色社会治理的主要目的不在于谋求对社会的统治、管理甚至为治理而治理本身，而在于谋求维护最广大人民根本利益，最大限度增加和谐因素，增强社会发展活力，全面推进社会建设，维护国家安全，确保人民安居乐业，社会安定有序。
然而，目前中国的社会治理已暴露出诸多问题，其中最主要是问题便是对社会治理理念的认识还不够准确。主要体现为：首先，简单的把社会治理等同于政府管理。事实上，社会治理是一个多主体协同管理过程，绝不只是政府一家的事。经过３０多年改革开放，中国社会结构发生了深刻的变化，出现了复杂
