1、城镇空间开展策略
〔1〕识别差异、分类指导
以不同地区的资源与生态环境条件和开展路径的差异性为根底，识别城镇密集地区和城镇点状开展地区两种不同的空间形态和开展模式。制定差异化的人口和产业开展、设施建设和资源利用等策略，分类指导城镇开展。
城镇密集地区应从粗放拓展向优化与提升方向转型，城镇点状开展地区应从分散低效向集聚与集约转型。
〔2〕提升核心、优化职能
分别提升杭州、宁波、温州和金华--义乌都市区在三大都市经济圈和浙中城镇群中的核心引领作用。

以嘉兴、湖州、绍兴、衢州、舟山、台州、丽水等7座省域中心城市为主体，辐射带动县〔市〕域单元，增强城市的综合效劳能力和产业集聚度，促进省域城镇空间多极化和多样化开展。
〔3〕构筑网络、辐射带动
以长三角区域中心城市、省域中心城市和县〔市〕域中心城市为主体，依托交通、信息、能源通道形成具有辐射带动能力的中心城市网络结构。
以重点镇、一般镇、中心村为主体，依托中心城市网络体系形成覆盖浙江省域的城乡网络体系。
2、城镇空间结构
以主要交通、信息通道等根底设施为依托，以中心城市为主体，形成“三群四区七核五级网络化〞的城镇空间结构。突出“开放、高效、集约、协调〞的新型城市化开展特征，携领全省城乡空间的开展。
〔1〕三群
“三群〞为环杭州湾、温台沿海和浙中城镇群，是组织省域城镇空间开展的主体形态。增强三大城镇群的要素集聚和产业联系，支撑环杭州湾、温台沿海和金衢丽高速公路沿线三大产业带的开展。大力培育和开展城镇群中的各级中心城市，包含城市新区和战略开展地区等，作为浙江产业扩展和升级的主要空间载体。
〔2〕四区
“四区〞为杭州、宁波、温州以及金华－义乌四个都市区，它们是参与全球竞争的国际门户地区，是加快高端效劳功能、创新体系、文化效劳体系和综合交通枢纽建设的重点地区。
