建设学习型政党，基础在各级党组织。建设学习型社会，党组织和党员干部应走在前面，作出表率。全区各级党组织必须从更深的战略意义、更高的目标追求认识中央、市委、区委推进学习型党组织建设的重大部署，以高度的政治自觉性扎实抓好学习型党组织建设的各项任务，进一步营造崇尚学习的浓厚氛围，确立科学先进的学习理念，培育永无止境的学习精神，探索管用有效的学习方法，深入推进学习型党组织建设。
当今南川已进入落实“135”、实现新跨越的黄金机遇发展期，实施“五大战略”，建设“五个南川”，打造区域性经济中心等战略任务十分繁重，面临的矛盾和困难十分巨大。各级党员干部不抓紧学习、不抓好学习，不在学习和工作中不断提高自己，就难以完成肩负的历史责任。我们必须通过深入开展学习型党组织建设，强化党员干部学习，提高党员干部能力。
要通过创建学习型党组织活动的深入开展，使广大党员干部更加自觉地加强理论和业务学习，不断提高马克思主义理论素养，增强政治意识、责任意识、大局意识，不断掌握新知识，积累新经验，增长新本领，提高科学判断形势的能力、驾驭市场经济的能力、应对复杂局面的能力、依法行政的能力和总揽全局的能力
