    第五条  本办法所称的引荐人是指:在为开发区引进项目和资金的全过程中,进行中介,投资促进活动,起到重要作用的单位和个人。
    引荐人的资格认定:引荐人在开始引进资金和项目时先到开发区管委会扫商部门登记,填写引荐人表;由招商部门和项目投资都确认后,招商部门发给<<呼和浩特经济技术开发区项目引荐资格确认书>>。
    第六条  本办法委称项目实际到位资金,是指项目实施单位固定资产投入的资金,包括购置设备,证明土地,建设厂房及配套设施等发生的费用。
    第七条  引进项目或资金到位后,应由引荐人提供项目单位实际到位资金的合法证明材料,经开发区管委会依据有关机构出具的证明材料和验资报告核实确认,由引荐人填写引资中介奖励审批表,经审核批准后,发经<<呼和浩特经济技术开发区引荐项目或资金奖励确认书>>,,投资促进活动的其他中荐人,由主要中荐人从获得的奖金中对其进行奖励。
    第八条  奖励标准
    (一)凡引进国内外资助,赠予等无偿资金或物资的中介人,按其引进资金(或物资价值)总额的15%给予奖励；
    (二)凡引进国内外无息贷款资金,使用期一年以上,视其使用年限的不同,按引进资金总额的3--8%:使用期一年至三年的奖励3%,以三年期为基数,使用期每增加一年,%,最多不超过8%。
