摘要
本文简要回顾了我国事业单位养老保险制度改革的方针和政策,分析目前事业单位养老保险制度的现状和存在问题,重点分析了其问题形成的原因。在借鉴国外公职人员的养老保险制度和综合比较我国各地实践的基础上,以养老保险理论为依据,在此基础上阐述我国事业单位养老保险制度改革的原则,最后提出如加大对改革的宣传和教育力度、健全和完善社会保险法律法规、建立职业年金制度等对策,以图尽快解决事业单位养老保险制度改革中的一些问题。

ABSTRACT
The thesis review the policy of the public institutions endowment insurance system reformation in china, analyse the condition and problems of the public institutions endowment insurance system,especially its causes. Compare the experience for foreign service staff and gather some practices in china, based on the theories of social insurance, expound some reformatory principle and put forward some measures such as increase publicity,constitute statute,establish vocational annuity system and so on. For the sake of resolving some problems of the public institutions endowment insurance system reformation in china as early as possible.
