战时装备保障问题初探.pdf

摘要
以信息技术为核心的高新技术的发展,有力地加快了世界新军事变革的进程,战争
形态正完成机械化向信息化的转变。如何建设一支强大的信息化军队,已经成为我军推
进中国特色军事变革,全面开展军队现代化建设不可回避的时代课题。
战争实践证明,装备保障是最终夺取战争胜利的关键因素,是维持和恢复战斗力的
基本保证。在信息战环境中,如何充分利用信息技术,实现装备保障信息化,提高对作
战装备的维修技术保障能力,成了装备管理部门和各级维修技术工作者普遍关心的问
题。
本论文共分为四部分:第一部分(第 1 章)介绍了论文研究的背景,论述了我军装备
保障信息化的必要性、可行性。第二部分(第 2, 3,章)系统地阐述了中国战时装备保障
信息化建设的系统框架和内容,对保障架构,保障内容等方面进行了分析研究。第三部
分(第 4 章)结合我国装备保障的经验,借鉴国外好的模式,笔者建立了一套精简高效的
战时装备保障模型。第四部分(第 5 章)对全文进行了总结。
通过对战时装备保障建设的研究,可以最优地实现我军装备维修技术保障工作中维
修资源共享,节约人员、经费和时间,提高一线人员的维修水平,对我军装备保障实现
总揽全局、掌握主动、机动维修、全系统全寿命管理,满足世界新军事变革形势下,建
设一支适应信息化战争需要的高效能军队具有一定现实意义。
论文对我军战时装备保障信息化建设,从战略、战术及技术等方面进行了阐述,构
成了一个较为完整的战时信息化建设系统,旨在能为我军装备技术保障信息化建设提供
了一些有价值的参考。

Abstract
Based on the information technology as the core of the high-tech development,
accelerate the process of new military revolution, the form of war is to change
the informationization plishing mechanization. How to build a strong
informatization has e our army, to promote the reform, to carry out
comprehensive features of military forces modernization unavoidable issues of
the time. Practice has proved that the war of equipment maintenance technology
is finally took the victory of war of key factors, is the maintenance and
restoration of the basic guarantee. In the iw environment, how to make full use
of the information technology, equipment maintenance and technical support, to
improve the operational equipment maintenance technology, equipment management
departments at all levels, and became a universal concern of maintenance and
technical workers.
Practice has proved that the war finally took equipment safeguard is the key
factor, the victory of war is the maintenance and restoration of the basic
