基于模糊层次分析法的项目融资风险评估研究

摘要

由于项目融资时间长、规模大、参与方多、结构复杂,导致融资风险极大,因而项目
融资要求从前期的项目可行性研究开始到项目的谈判、签约、建设、施工直至运营,实行
全过程的监督和严格的风险管理。风险评价是项目融资风险管理过程中的关键环节,其评
价结果直接影响到项目的风险决策。通过风险评价,可以确定各个风险事件间的内在联系,
把握风险之间的相互关系,并预测它们对项目目标的影响程度,为风险决策和风险控制提
供依据。因此,保证项目融资的成功,开展项目融资的风险评价研究,具有重要的理论意义
和现实意义。
全面的了解、分析项目的风险,进行风险因素识别,是进行风险评价的前提和基础。
根据项目融资风险因素的识别,确定项目融资各风险因素,然后建立项目融资风险评价指
标体系。指标体系的构建是项目融资风险评价的关键。本文在层次分析法的基础上采用模
糊层次分析法对项目融资风险进行评估。模糊层次分析法通过构造模糊互补判断矩阵(或
称为互补判断矩阵),再把模糊互补判断矩阵变成模糊一致性判断矩阵,并利用行和归一化
方法求出排序向量,然后构造模糊一致判断矩阵来计算权重,再结合项目融资的风险评价
指标体系建立模型。模糊层次分析法体现了项目融资风险的不确定性和模糊性,是定性与
定量相结合的一种方法,最后通过实例验证得出该方法是科学、可靠的,为项目投资者提
供了必要的依据。

ABSTRACT


Long-time negotiation, a wide variety of involved parties plicated structure lead it
to being exposed to many risks and so that it is asked to implement rigid supervision and risk
management during the whole financing course. The risk evaluation is the key part in the whole
process of risk management in project financing, and the evaluation results directly affect the
risk decision of the project. Through the risk evaluation for project financing, we can determine
the inner link for every risk event and grasp the links between each risk, and then forecast the
degree of influence to the goal of the project. The risk should be understood and analyzed
comprehensively to identify the risk factors, which is the premise and basis of carrying on the
risk evaluation. Therefore the risk evaluation of project financing has theory and practical
significance for eeding to project financing.
