摘要
住宅问题是关系国计民生的重大问题,因此保持住宅价格的稳定与人
民群众有直接的利益相关性,同时也体现着政府驾驭市场经济的能力。政
府要积极发挥在住宅市场中的主导作用,采取有效措施,使住宅价格稳定
合理,使住宅产业得到持续健康发展。年以来,由美国次贷危机引发
的金融动荡逐步蔓延到世界各地的很多领域,其中也包括我国的房地产市
场中央政府为此也推出了一些关于房地产市场的利率、信贷和税收的政
策,我国房地产市场进入一个持续调整期,本文在对住宅有关价格进行概
念和界定之后,对大同市住宅价格问题进行了深入研究。
本文首先从普通商品住宅价格形成的相关理论出发,分析了大同市住
宅市场的基本状况,并对大同市普通商品住宅价格做了定性和定量分析,
尤其在定量分析中,运用计量统计模型对影响大同市普通商品住宅价格的
因素做了深入分析后,得出需求因素、供给因素、非市场因素是影响大同
市普通商品住宅价格的主要因素。需求方面,包括的提高、
居民收入的增加、人口数量的增长、家庭规模的小型化、城市化率的增加
等因素造成的巨大的住宅需求。供给方面,包括住宅造价、竣工面积、住
宅供给结构不合理等因素。非市场因素,主要为政府在保障性住房上的供
给。
最后论文提出使大同市普通商品住宅价格稳定合理的措施。首先,合
理调整大同市土地价格。逐渐完善土地出让方式,明确土地拍卖政策,将
土地批租制改为年租制;加大住宅建设土地供给,特别是保障性住房建设

土地供给,确定合理的土地市场投放规模。其次,继续落实经济适用房及
廉租房政策。进一步加大经济适用房建设力度,真正把廉租房政策落实到
实处。再次,进一步完善调整住宅供应结构和价格体系。最后,规范房地
产企业开发经营行为创优企业发展环境。促进大同市住宅市场的可持续发
展。

Abstract
The housing problem is a significant matter affecting people’s living and the stability of
the country. So to keep the housing prices stable is tightly connecting with the interests of
people and at the same time it reflects the managing ability over the market economy of
government. Government should function its dominant role in the housing market and take
effective measures to make the housing price stable and acceptable leading the housing
industry to develop healthily. Since the year of 2008, for the world wide negative impact of
the financial crisis caused by the subprime mortgage crisis of America, the housing market of
China had been also impact to some extent, and the central government of China put forward
a series measures of the loan rate, credit and taxation of housing market which leads the
housing market to a period of continuing modulating. This article carries out a research over
the housing price problems of Datong city based on the analysis and definition over the
relating concepts.
