摘要咖洲m㈣m咖㈣m蛐㈣ Y2148878 土地是人类赖以生存的物质基础,是社会可持续发展的基本载体。近年来,随着城市化进程的加快,建设用地需求剧增,人地矛盾日益突出。同时,农村居民点用地存在规划缺位、粗放利用等种种问题。在这一形势下国家提出统筹城乡建设用地,将城镇建设用地增加与农村建设用地减少相挂钩的思路,因此,农村居民点用地内部挖潜越来越受到关注与重视。本文以桂阳县农村居民点用地为研究对象,在汲取土地规划学、土地管理学等相关理论的基础上,进行实际调研工作,结合桂阳县土地利用总体规划成果,评价39个乡镇农村居民点用地集约利用水平, 在此基础上,计算出桂阳县农村居民点用地集约利用潜力。首先,本文系统总结了国内外对于农村居民点用地、土地节约集约利用等相关理论的研究,并进一步分析了这些理论研究和实践经验对桂阳县土地资源节约集约利用的借鉴意义。第二,以农村居民点用地节约集约利用的内涵为出发点,通过分析近年来农村居民点用地数量变化规律和空间分布变化规律,引出桂阳县人均农村居民点用地面积偏大,土地利用率较低,土地资源浪费严重等种种问题。第三,基于以上研究,构建农村居民点用地节约集约评价指标体系,对影响桂阳县农村居民点用地利用的各因素进行层次分析,并对39乡镇居民点集约利用程度进行评级。第四,有针对性的提出桂阳县农村居民点用地集约利用模式,更好的实现土地资源的合理利用和有效配置。最后,在综合分析桂阳县现状条件的基础上,提出农村居民点用地节约集约利用的对策建议。关键词:农村居民点用地,节约集约利用,桂阳县,评价 ABSTRACT The 1and is the material basis of human survival. sustainable social develoDment ofthebasic carrier.
