摘 要
党报是各种报纸媒体中与党的意识形态最为接近的报纸，自创办以来，其对于
传播党的精神、构筑社会精神文化建设起到了重要的作用。改革开放 30 余年来，
全国大多数党报都没有了财政拨款，这就要求其在履行作为党的喉舌、正确引导舆
论的职责的同时，必须直面市场，探索市场化之路。市场化要求党报走自主经营、
自负盈亏、自我约束、自我发展的企业化经营道路，找到自己的买方市场，就这样
广告经营成为了党报生存、发展的最主要经济命脉。探索党报的广告经营策略，对
于党报自身的生存发展、我国新闻体制改革、企事业单位品牌形象建设、社会精神
文化建设都有较为重要的意义。
本文以市级党报《沈阳日报》为研究对象，对其近年较为成功的广告经营策略
案例，进行了分析与归纳，并对其广告经营策略的进一步改进，提出了切实可行的
建议。
《沈阳日报》前身是《工人报》，1948 年 12 月 20 日，作为中共沈阳特别市工
委的机关报，由中共沈阳特别市工委书记陶铸同志题写报头的《工人报》经过两次
试刊后，创刊发行。一年之后，改名为《沈阳日报》。市场化大背景下，《沈阳日报》
同其他党报一样，从体制、版式、内容等各方面都进行了很大程度的、多次改革，
而且《沈阳日报》的多数改革措施，均得到了市场的好评。重要的是，它的一系列
广告经营策略得到了市场的认可，不仅使报社广告经营额取得了不俗的成绩，而且
近年的广告节、新闻大赛上屡获大奖。
本文首先对《沈阳日报》广告发展历程与现状进行了梳理与总结；其次对目前
《沈阳日报》广告经营策略进行了归纳，具体包括活动营销、专刊策略、媒体联动
策略、“企业风采”策略、“高端”客户策略；最后一部分，是关于《沈阳日报》广
告经营策略改进的建议，具体包括以区域性政治优势为基础进行广告策略的制定、
加强同其他市级党报广告业务的沟通与合作和充分利用新媒体进行广告宣传推广。

ABSTRACT
The Party newspaper is media of all the newspaper and the ideology of Party
newspaper is the closest to the Party , since its inception, its an important impact on the
dissemination of the Party spirit, constructing social spiritual culture. Reforming
and opening 30 years, most of the National Party newspaper has no financial
appropriation, which is required as the mouthpiece of the Party, the correct guidance of
public opinion. At the same time, we must face the market, explore the market road. The
Party newspaper need to go their own decisions, self-financing, self-restraint,
self-development of the entrepreneurial road due to requirements of the market, to find
