关于2006年城市规划工作总结及
2007年城市规划工作计划的报告
省建设厅：
2006年，我局在省厅及其规划处领导的具体指导和关怀下，扎实稳步地推进着城乡规划效能监察和建设活动，有步骤地开展了商业贿赂专项治理工作，圆满地完成了年度各项城市规划工作。多次受到上级领导的肯定和服务对象的赞扬。
现将我局2006年度城市规划工作情况报告如下：
一、全面推进城市规划效能建设，建立依法规范高效的行政服务机制
一年来，我局的城乡规划效能建设工作，以建立城市规划效能监察长效机制为目标，高标准地规范和完善行政执法工作；以改进作风突出服务为重点，高要求地塑造和建设规划管理队伍。我局效能建设工作的一些做法，多次在省市有关会议交流，省厅年底调研检查时再次给予了较高的评价。
（一）健全组织，有序推进效能建设。
自去年底在国家、省、市效能监察领导小组的统一部署下，我局党委非常重视这次效能建设活动。
1、加强学习，统一认识。通过一系列的动员学习和培训，局党委一班人深刻认识到：尽管效能建设我局已经尝试并也已受到上级部门的肯定，但上级部门的高标准要求和社会发展趋势的广泛要求，荆州城市规划效能建设仍有加强的必要和空间。这个认识也得到了全体干部职工的认同。

2、专班统筹，全员行动。按要求，我局迅速成立了领导小组和工作专班，并指定一名领导全力负责该项工作，明确局监察室为责任科室。该工作专班一年来，组织召开专题研究会4次、案情分析会11次，到所属单位检查、调研、督办5次，较好地促进了全局该项活动的平衡进展。
机关科室和所属单位也非常重视，一是积极参与学习、参与工作研究；二是努力完成交办事项；三是主动监察所属人员的执法行为和工作作风。如荆州分局结合机构整合后的特点，设置了效能监察室，长久地负责本单位的效能建设和监察工作。
