摘 要
宿州联通无线网经过十几年的发展，GSM 网网络规模及用户规模处于全省领先水平，已
基本实现全覆盖；WCDMA 网经过 4 年的建设，已基本实现市区、县城、乡镇、重要交通干线
全覆盖。网络规划、网络建设、网络优化、网络维护环环相扣，对联通打造精品网络的目标
起着至关重要的作用。
网络三年滚动规划是分公司未来三年网络建设的指导，做好三年滚动规划可以摸清网络
现状、预测网络未来发展的规模，对网络建设、优化提供指导意见，对于网络运营商发展具
有十分重要的意义。
本文以用户及网络规模均处于全省前列的宿州 2013-2015 年无线网三年滚动规划为研究
对象，首先对宿州联通网络现状进行分析、总结，根据现状及网络发展方向制定发展策略，
依据发展策略，结合网络现状，制定 2013 年-2015 年无线网发展规划，形成具有本地特色的
规划方案。

Abstract
After years of development of Suzhou Unicom wireless network, the size of the GSM network
and the user scale are leading in Anhui province, which is basically completely covered. After four
years’ construction, WCDMA network has covered the main lines of communication，Village and
downtown of Suzhou. Network design, network construction, network optimization and network
maintenance are interlocking, which plan an essential role in achieving the goal of constructing
superior network of Suzhou.
The three years’ rolling plan of the network is the guidance of network construction in next
three years for the branch company. Good accomplishment of the three years’ rolling plan of the
network can size up the current situation of the network, forecast the future size of the network
development and provide guidelines to network construction and optimization,
