Classified Index: : A Dissertation for the Master Degree in Public Management THE RESEACH OF THE PUBLIC CADRE SELE CTION IN YICHUN Candidate: Yuan Haodong Supervisor: Wang Jiuyun Academic Degree Applied for: Master of Public Administration Specialty: Public Management Affiliation: Organization Derpartment of YiChun,Hei Longjiang Province Date of Defense: March,2007 Degree-Offering-Institution: Harbin Institute of Technology 哈尔滨工业大学公共管理硕士学位论文摘要改革开放以来,干部制度改革不断深化,并且取得了很多成效,领导干部的公开选拔是具有根本性且最为成功的一项改革。经过长时间的发展,公开选拔领导干部制度已经逐步成为一种全国性的、主体性的干部选拔任用制度。尽管公开选拔领导干部从产生至今已有20 多年了,并且已经成为我国选任干部的主要方式之一,但作为一种新的干部选拔方式,在自我发展、自我完善过程中,必然经历一个不断探索总结、逐步发育健全的过程。从公开选拔领导干部的理论和实践上看,在应用程序上总结研究的比较多,但理论研究的较少,关注公开选拔程序和方法的多,对公选的权限、社会效益等深层次问题关注的不够。因而,在这种背景下,无论从理论上看,还是从实践上看都有必要对领导干部的公开选拔工作进行系统而深入的研究,尤其是对其存在的主要问题和整改对策进行深入的研究。 本文通过实证研究和对比分析的方法,从研究领导干部的公开选拔入手,围绕如何推进公开选拔领导干部工作的逻辑脉络, 分析中国历史上的科举制度和西方文官制度中的有益成分,并结合国内公开选拔的发展实践和伊春市公开选拔处科级领导干部的相关案例进行实证分析,阐述了领导干部公开选拔的现状及存在的六个方面的主要问题,并在公开选拔领导干部的制度建设、模式安排、考录设计等方面提出了一些对策建议。 关键词领导干部;公开选拔;干部制度改革- I - 哈尔滨工业大学公共管理硕士学位论文 Abstract Since the application of Reform and Opening, the leading cadre system reform has been deep ened continuously and deeply, and obtained a lot of results, the public selection is one of the most basic and e ssful items for Reform and Opening. It depends on the bin ed examinations with check on cadres together, which face to the social public selection to choose the cadre staff as main characteristic and it also has other characteristic s which are open, competitive, scientific a prehensive. The publi c selection has a lot of advantages, such as wide ning the scope of choosi ng cadres, making elitists outshine others, the crow d participates extensive and preventing the unhealthy tendency on persons. Throu gh long-range development, the cadre selection has already e a kind of na tionwide and main cadre sele ction system gradually. Though the public select
